These organizations are at the cutting edge of contemporary art practice providing a forum for investigation akin to research and development in other discourses. Trace the career of any internationally successful Canadian visual artists and that path will have gone through an artist-run centre at some point. Because the focus of artist-run centres tends to be on fostering excellence and innovation in a highly professional and experimental context, it has been difficult to foster a public perception of these organizations which corresponds with the work they are doing. The development of SWARM in 2000 was the first attempt to open the doors of artist-run centres a little wider to the public. Following the early years of SWARM, which generated larger and larger audiences, the event was broken up over multiple days and shifted its focus to education and advocacy through the coordination of talks and gallery tours. SWARM has become a tool for changing the perception of artist-run centres to correspond with their actual role of providing spaces for professional, artistic experimentation and the evolution of visual arts discourse. Methodology The methodology behind artist-run centres, PAARC and therefore the SWARM model is artists' self determination and artist driven initiatives. This is a model that allows the creativity and energy that is normally constrained in the work to spill into the event surrounding the work as well. Experimentalism, site specificity, and community activation are the modes that describe the character of this methodology. Messages and Branding One of the key aspects of PAARC's initiatives over the next three years is aligning the perception of BC's artist-run centres with the work that they do. Part of this process is identifying the audiences we want to communicate to and the messages that they need to hear. For example, the 35+ year history of artist run centres can have the effect of dating these centres and making them seem unresponsive to current trends, while in fact this history functions as a foundation of experience and history from which to launch and support new initiatives. The professional focus of these centres can be perceived as a type of elitism and exclusivity, a viewpoint that is sometimes forgotten once one has worked within the system for a period of time. Finally, the hybrid and mutable bureaucratic nature of these organizations has often been misperceived as disorganization rather than a considered and necessary condition for creative production. While not universal, these perceptions can be found throughout the Canadian cultural ecology, from students to arts funding administrators. One of the key goals of this marketing initiative is to communicate alternative messages to these target audiences. The key audiences for this marketing and advocacy initiative, in order of priority are: Practicing professional artists Arts professionals in related organizations and disciplines Administrators of governmental, corporate and private funding sources Art students Supporters of the arts The public at large The perceptions SWARM will address directly are that ARCs: a) serve older generations of artists and non-responsive to current trends. b) are establishmentarian, overly bureaucratic and exclusive. c) are provincial, in a state of crisis, disorganized, and unprofessional. The messages that will be promoted through this marketing initiative are: 1. ARCs are accessible to artists all points in their careers. 2. ARCs are sites of professional inquiry, accessible through participation. 3. ARCs are sites of experimentation and the development of the field thus have flexible and evolving identities. In summary, ARCs support research and development by artists at any stage of their career, are professional, and are mechanisms of evolution in the arts.
